Attorney General Roy Cooper is challenging a rate hike by Duke Energy. The North Carolina Utilities Commission approved the increase of 4.5 percent by Duke Energy last week. Cooper says the change does not adequately address consumer interest and he will appeal the decision to the North Carolina Supreme Court.  Host Frank Stasio speaks to Bruce Henderson, energy and environment reporter for The Charlotte Observer, about the controversy over the rate hike.
