While state lawmakers were on a spring break for most of the week, snippets of the House spending plan have started to emerge.

Meanwhile, with two special congressional elections taking place in the state, and more Democrats – and potentially a Republican – jumping into the 2020 presidential race, Becki Gray of the John Locke Foundation and Rob Schofield of NC Policy Watch discuss elections.
