President Trump's Congressional Address, Annotated

President Donald Trump will address a joint session of Congress on Tuesday, February 28, 2017.

President Trump will address a joint session of Congress for the first time on Tuesday evening at the Capitol, around 9:00 PM Eastern Time.

The address comes a day after Trump gave an outline of his budget plan for Congress, which would increase defense spending and make cuts to domestic programs.

The president's budget will propose a $54 billion increase in defense spending, while slashing domestic programs by the same amount. A formal budget blueprint will be sent to Congress in March.

Following tradition, House Speaker Paul Ryan invited the president to make the speech to lay out his agenda in the early days of his new administration.
