Katie Bowler is the kind of New Orleanian who couldn't stay away. Born and raised there, she left for college and other opportunities but kept coming back. She was working for Tulane when Katrina hit and managed to evacuate with her small children. She returned, but found the heartbreak and lawlessness of the city too much to bear. She's lives in Chapel Hill now. Her new book, "State Street," (Bull City Press/2009) is a forlorn love letter to her beloved hometown. Katie Bowler joins host Frank Stasio on the 4th anniversary of Katrina to discuss the Crescent City before and after the storm.
