The crew in 612 has cleared out to go to caucus. "This is it, " said Rep. Mickey Michaux. "We're done."
Both Michaux and Sen. Linda Garrou say Governor Bev Perdue has agreed to the change in the class-size policy from K-6 to K-3. Garrou says the change doesn't reflect any change in funding - it just gives local superintendents more flexibility to use the money they'll get from the state. Michaux says state K-12 spending will be down almost 5% from last year's levels. Federal stimulus money is expected to make up most of the gap: overall, Garrou says, schools should end up with as much money to spend on teachers this year as last year.
The money report is still under construction, so we don't know yet exactly how many state jobs will be cut. Fiscal staff is expected to finish the report late tonight or early tomorrow. Michaux and Garrou say they're still planning to read in the bill tonight in both chambers, just before midnight. I'll add links here to both the billand the money report when they're made available online.
Most signs point to a Wed/Thurs vote in the House. The Senate could take it up tomorrow.
