Hands off
The NC Court of Appeals ruled today that Governor Mike Easley didn’t have the power to tap the Highway Fund to bail the state out in 2002. Writing for the majority, Justice Bob Hunter said the Governor needed legislative approval to dip into funds that had been otherwise appropriated. More at WRAL.
Not surprisingly, that decision wasn’t welcomed by current Governor Bev Perdue, who found herself in precisely the same position earlier this year when she dipped into a long list of funds to keep the state’s checks from bouncing. Greensboro's Mark Binker has her reaction to the ruling and more.

Columbus County sheriff Chris Batten says 17-yo Allen “Frog” Strickland is back in jail - again - after being picked up near the home of State Sen. R.C. Soles (D-Columbus).
Batten says Strickland violated his house arrest, a condition of his bond after an arson charge and a police chase in a Corvette the teen says he bought with money given to him by Soles. It’s the latest twist in the kind of soap opera you couldn’t make up if you tried. Fay-O’s Deuce Niven has all the gory details.

NC-3 Congressman Walter Jones was one of just 7 Republicans who voted in support of a resolution “disapproving” of Joe Wilson’s outburst during the President’s address to Congress last week. The rest of the NC delegation stuck to party lines – Dems for, GOP against. You can see the roll call here.
